INVITATION TO BID
The Tagkawayan Water District (TWD) now invites interested bidders to participate in the bidding of the herein described project as follows:
Name of Contract : DESIGN AND BUILD OF RIVER DAM, RAW WATER IMPOUNDING STRUCTURE AND 300CU.M. CONC. GROUND RESERVOIR
Location : Tagkawayan, Quezon
Brief Description : The work covers the design and build of River Dam, Raw Water Impounding Structure and 300 cu. m. Concrete Ground Reservoir consisting of: (1) detailed design in structural/civil and (2) supply and furnishing of all labor, materials, and equipment necessary for construction of the structures.
Approved Budget for
the Contract (ABC) : Nine Million Three Hundred Thousand Pesos only (PhP 9,300,000.00)
Contract Duration : 340 Calendar Days
Bidding will be conducted through open competitive bidding procedures using nondiscretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. Bids received in excess of the Approved Budget for the Contract (ABC) shall be automatically rejected at bid opening.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Bidders should have completed a contract similar to the Project with a value of at least fifty percent (50%) of the ABC; for this purpose similar project is Design and Build of river dam, water impounding structure and 300 cu.m. concrete ground reservoir.
Interested Bidders should have a valid license duly issued by the Philippine Contractors Accreditation Board (PCAB). In the case of joint venture, the license must be of the joint venture, not any of its members. The required license and registration particulars are as follows:

A complete set of Bidding Documents may be acquired by interested Bidders from July 1-20, 2016 (8:00AM-5:00PM) from the address given below and upon payment of a nonrefundable fee in the amount of PhP6,000.00. It may also be downloaded free of charge from the website of the Tagkawayan Water District at www.tagkawayanwaterdistrict.
The Tagkawayan Water District will hold a Pre-Bid Conference on July 13, 2016 (9:00 AM) at Gulf View Subd., Brgy. Poblacion, Tagkawayan, Quezon, which shall be open only to interested parties who have acquired the Bidding Documents.
Bids shall contain, among others, a Preliminary Conceptual Design Plans to the degree of details as specified in the Bid Data Sheet [Clause 12.1(b)(ii.5)] of the Bidding Documents.
Opening of bids is on 27 July 2016 (9:00 AM) at Tagkawayan Water District, Gulf View Subd., Tagkawayan, Quezon. Bids must be submitted to the address given below:

All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Instruction to Bidders (ITB) Clause 18. Bids will be opened in the presence of the bidders’ representatives. Late bids shall not be accepted.
The Tagkawayan Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder/s.
